A Good Read

In Foreign Aid as Foreign Policy, Jeffrey Taffet presents an in-depth analysis of John F. Kennedy's economic-aid program, the Alliance for Progress. Introduced in 1961 with a gloss of altruistic rhetoric, the program was a ten-year, $20 billion plan to generate economic growth and promote political reform in Latin America. (5) However, according to Taffet, despite the fact that the Alliance for Progress had a humanitarian component, in practice it was a political tool to ameliorate the development of pro-U.S. governments in Latin America. Though Taffet notes where aspects of the program failed or succeeded, he alerts readers that his main focus is foreign aid as "a tool that policymakers use, and have used, to achieve their larger aims of dominating, pacifying, protecting, strengthening, or changing certain countries." (2, 10) Assessing the Alliance for Progress through this lens, Taffet explicitly rejects it as an economic program and instead identifies it as a political program designed to produce specific political outcomes. (10)
Foreign Aid as Foreign Policy spans the history of the Alliance for Progress program from its introduction in 1961 to its demise in approximately 1968-9. Focusing on Chile, Brazil, the Dominican Republic, and Colombia as case studies, Taffet relies heavily on primary documents to expose how the Alliance for Progress strayed from its professed purposes and ideals. For example, according to the Alliance charter, if Latin American nations would implement tax and land reform programs and broaden political freedoms, the U.S., in turn, would fund the building of schools, roads, hospitals and other amenities. But Taffet uses primary sources, such as communications between White House officials, to reveal that though several Latin American leaders met the criteria, policymakers granted or denied aid based on the economic or political advantage to the U.S.
Though the political and economic situation in each case study was unique, several common themes run throughout the book. Taffet explains that Fidel Castro's communist takeover of Cuba affected how U.S. policymakers interpreted subsequent political situations across Latin America. Therefore the fear of losing additional nations influenced officials' decisions to grant or deny aid. For example, aid was sent to less needy areas if policymakers perceived that nation to be at risk for communist takeover. This fact, along with the program's inconsistencies, bureaucratic complexities, and short-sightedness are recurring themes in Foreign Aid as Foreign Policy.
The depth of Taffet's research is impressive. His comprehensive analysis of the Alliance for Progress is solidly based on a rich body of primary sources and supported by empirical evidence. In addition to photographs, fundamental document appendices, and forty pages of endnotes, he presents readers with enough diagrams, data charts, and quantitative tables to engage political scientists as well as historians.
Taffet openly acknowledges research problems he encountered. For example, in trying to calculate the total amount of Alliance loans and grants prior to September 1962, Taffet complains that officials did not keep the necessary data in one place. (51) He also found it difficult to determine Alliance aid totals toward the program's end because policymakers began to call "any aid to Latin America the Alliance for Progress." (146) For example, Taffet cites a primary source wherein the State Department tellingly refers to a loan that the Export-Import Bank granted to the Dominican Republic as an Alliance for Progress loan. (143) In spite of these difficulties, Taffet's work is a wealth of information.
Foreign Aid as Foreign Policy raises questions about the contemporary relationship between foreign aid and international power. Taffet explains that the "idea that foreign aid can be used as a foreign policy tool lives on." (3) He cites the traditional American notion that financially prosperous people tend to be political moderates, as one of the reasons for its continued implementation. This puts Taffet in the same camp as historians such as William Appleman Williams who see the U.S. drive to remake other nations in America's image as a way to reinforce U.S. security and domestic prosperity. Ultimately, Taffet effectively proves his argument that "foreign aid is not, and cannot be, divorced from foreign policy goals." (2)
Foreign Aid as Foreign Policy is a significant contribution to U.S.-Latin relations. Its depth warrants the attention of specialists, and Taffet's easy and flowing writing style make it very readable for the generalist.
